The University Grants Commission (UGC) has come under fire with a comprehensive list of about 38,000 journals that will be recognized for granting points — under the Academic Performance Indicators (API) system — to college and university faculty members who get their papers published in them. The journals span a wide variety of fields, covering areas such as engineering, agriculture, medicine, humanities and social sciences, environment, business and ecology. List of Journals approved by UGC is supposed to be biggest scam in history of UGC worth Rs. 50000 Lac Crore. See below how UGC is benefiting certain private companies- ISI, WoS, Scopus.
Professors and academic organizations are moving to Supreme Court against the UGC approved List of Journals.
The list of journals approved by UGC has become a trap by Thomson Reuters. It kills Prime Minister Modi's Make in India initiative. The list provide undue favor to foreign private commercial companies -SCOPUS, WoS, which are already defamed to exploit authors and readers. SCOPUS, WoS have made academics a commercial business instead of education. Now UGC wants to see Indian Professors, and students as customer of WoS, Scopus companies. These companies charges heavily if someone wants to read any research article. Even these companies charge subscription fee. Why Government of India should spill tax payer's hard earned money in pocket of these companies through grants released by UGC. Jaspal S. Sandhu Secretary, UGC can be contacted at jssandhu.ugt@nic.in for this biggest scam to favor ISI, WoS, Scopus in the name of UGC approved List of Journals for API Score. Prime Minister Modi should look into the matter in this biggest fraud in Indian higher education system, Since 2019 is to witness election with Congress and AAP.
Journals those charges heavily from Government Libraries in the name of subscription Fee are named in the list of journals approved by UGC. Public money originating from Indians is being flush out to these greedy publishers. UGC approved List of Journals for API Score scam is bigger than Bofors scandal, here ISI, WoS, ISSN, ISBN, Scopus are major beneficiaries. UGC' scandal puts Indian higher education system under slavery of ISI, WoS, Scopus, ISBN and ISSN. The bribe paid in the UGC scandal of approved List of Journals for API Score may be higher than 2G Spectrum scandal and Coal Scam.
University Grants Commission (UGC) set up a committee headed by one of its members, V.S. Chauhan, to prepare a comprehensive list from the journals suggested by the universities. It later accepted the list of 38,653 journals on various subjects and circulated it among universities. But it rather seems a way of scapegoat, so that UGC could not be blamed for it's wrongdoing.
Thousands of Professors, educational organizations and Publishers have raised thier voice against UGC' effort to rout unethical favor to certain business houses. Does it involve corruption?
See example of unethical favor to a certain publisher from UGC List-
Brill's Humanities in China Library Scopus
Brill's Indological Library Scopus
Brill's Inner Asian Library Scopus
Brill's Japanese Studies Library Scopus
Brill's Tibetan Studies Library Scopus
There are several indexing agencies of journals, but UGC forces teachers and students to publish only in Scopus! The list seems to be prepared by Scopus, itself instead of UGC. Scopus is a complete commercial company. How can UGC act as salesman or commission agent for Scopus? Various professors, PhD students and societies have rejected to be forced customer of Scopus. Scopus is neither a government body, nor a monopoly. Scopus charges fee from profit if journals want to be listed on it? In such a way UGC has forced journals to pay fee to Scopus; a private company.
Scopus, Elsevier, WoS have their own journals. They even charge for reading, subscription and publishing. Does it seem UGC is infected by their CEOs, asked Assistant Professor in Biochemistry. UGC was never such helpless! Teachers associations are planning to move to President of India on UGC's approved List of Journals which unethically favors ISBN, ISSN, Scopus, Elsvier, ISI, and WoS. ISBN is selling ISBNs for book at costly rates in USD across the world including UK, USA, Australia. UGC is unethically forcing authors, professors and students to buy ISBN as a salesman of a private company named Bowker'! and earning a bad name? Professors from many central universities
are asking, How such a cheap tact can be a way to earn API Score?
Is it not a bribe to ISBN and ISSN, which are purely private agencies and
indulged in selling / ransom API Score, according to UGC' circular?
Why should students buy ISBN in USD 100 for getting API Score, asked Professor from Physics. Sushma Swaraj (@SushmaSwaraj) · Twitter probably ask to suspend corrupt official of UGC for preparing UGC approved List of Journals, which financially favors certain business houses and forces students and teaching faculties to buy API Score like this cheap acts..

Scopus is a private agency. How can UGC force reputed journals to be a part of Scopus. It is unethical, against Make in India initiative of PM Modi, killing competitions and absolutely unfair. It seems corruption in this matter, there may be involvement of bribe to benefit certain private organisations like Scopus/ ICI/ Web of Science/ Elsevier, Thomson Reuters. Professor from IIT said that Organisations and university teachers should seek stay order from Supreme court on this UGC decision.
Researchers are forced to follow UGC list but, following Scopus or Web of Science is totally unacceptable and unethical said lecturer of college.
There are many educational organizations in India which are registered as per Indian Law and operates their journals but, UGC has banned such lawful journals which is against Article 14 of constitution of India. Jaspal S. Sandhu Secretary, UGC says This is a dynamic list which may be reviewed from time to time, but no action has been taken against him to push unethical favor to private companies- ISI, WoS, Scopus. UGC Listed journals are predators on college and university Libraries in name of subscription fee. Subscription fee is being paid to private companies-ISI, WoS, Scopus through tax payer's money.
